In order to promote and make real the transformation, NESSI is defined in the context of a holistic approach to an ecosystem in which all the parties involved coexist and which can develop into a new economic model. NEXOF - bringing coherence to a Strategic domain
Building on the holistic model, NESSI has defined its main deliverable as NEXOF – the NESSI Open Service Framework. 

In moving forward, NEXOF is the central element from which 

  • industry will be able to derive commercial environments
  • academia will be able to further advance the state of the art and feed back innovation into industrialized processes
  • users will be able to invest in technology while at the same time protecting their investment from incompatible paradigm shifts. Indeed, NESSI’s ambition is to combine both interoperability and new evolutions in subsequent implements of NEXOF.
NEXOF aims at creating a generic open source platform for creating and delivering applications not only by the service provider, but also by third parties, enabling the creation of service based ecosystems.
 
NEXOF will enable a service provider to offer third parties the development of applications to be hosted by the service provider, through a rich service platform for creating, hosting, running and operating “software as a service” (SaaS) applications.
 
In that sense, NEXOF is in full alignment with the role of an ETP
    to bring coherence across a large strategic area of the economy
    to foster innovation through state of the art advances that are researched with NEXOF as a starting point and an integration environment
    to maintain this coherence through future evolutions and incorporate innovations as they appear

NEXOF and the European ICT Industry
Telecom Industry and other Data Centres Owners
Large telecom providers are looking at Software as a Service – SaaS- to exploit their data centres. For them it means to utilise their data centres, network and billing structure to diversify and expand away from relying only on traffic across their big invested phone networks and to start adding value services on top of broadband. These services will nearly all be software based exploiting their large infrastructures already in place. But if they start to develop competitive commercial SaaS services, it will bring them in a head-on competition with the SaaS giants. With the NEXOF environment, SaaS platform European data centre owners (e.g. telcos) will be able to create a new business area selling the use of their infrastructure to third parties exploiting SaaS applications.
The openness of NEXOF will enable them to choose between developing their own SaaS platform or buying it from a SaaS platform provider.
 
Indipendent Software Vendors

Independent Software Vendors, both small and large, can greatly benefit from the NEXOF SaaS open platform. On one hand, large vendors can develop high quality instances of NEXOF SaaS platform to commercialise it to SaaS hosting providers. On the other hand, they can transform their traditional software into SaaS applications that span across multiple environments and companies and enter into the emerging SaaS market.

The SaaS paradigm based on web-based clients mean that a new generation of SMEs can also compete in bringing software services in this market. In fact the SaaS paradigm is so open that even start ups can enter this market (e.g. the popular example of YouTube). With the SaaS paradigm, SMEs will be able to provide high levels of availability and scalability for their services, unthinkable under former software delivery paradigms.
The NEXOF openness is crucial since with it, the barriers to entry will be lowered giving access to a large number of smaller players, especially SMEs.
 
End Users
End users will benefit from this new software paradigm in which they will not need to manage and maintain a local infrastructure that is an important burden for many businesses. Additionally, they suffer many outages due to poor maintenance and lack of provisions for high availability. With the SaaS paradigm they will just need a group of PCs equipped with browsers and they will access their applications with a continuous availability and considerably lower their maintenance cost of local infrastructure.
The NEXOF interoperability and coherence will provide end users with the capability of selecting the services they need from a variety of players while, at the same time, keeping their costs under control and decreasing the burden of maintaining and evolving their software and hardware environments.
